The main objectives of DCHQ are as follows:
Countering the drug supply;
Strengthening and developing legal and judicial capacities;
Reducing the demand for drugs;
Treatment, rehabilitation and vocational training;
Implementing programs for harm reduction;
Preventing the spread of drug addiction;
Promoting regional and international cooperation;
Conducting research on drug abuse in the country.

1- Launching a decisive fight against all activities and illegal measures related to illicit drugs, psychotropic substances and precursors such as cultivation, production, entry, stockpiling or supply of such drugs;
2- Strengthening, developing, equipping and making wide-scale use of intelligence, military, police and judicial capacities for identifying and dismantling drug rings and countering the main elements behind domestic and international drug rings involved in the smuggling of illicit drugs, psychotropic substances and precursors;
3- Strengthening, equipping and developing units and mechanizing controlling systems and collection of data for controlling the border areas aimed at preventing illegal measures related to illicit drugs, psychotropic substances and precursors and strengthening a technical structure within the Police force and other relevant organizations;
4- Adopting preventive measures in order to counter the harms emanating from illicit drugs and psychotropic substances by making use of government and non-government facilities and emphasizing public religious beliefs, cultural, artistic, sports, educational activities at homes, work places, schools as well as cultural and public places;
5- Criminalizing the consumption of illicit drugs, psychotropic substances and precursors with the exception of medical, scientific and industrial cases as well as cases related to treatment and harms reduction;
6- Developing public facilities for diagnosis, treatment and rehabilitation purposes and adopting broad-based and comprehensive scientific arrangements pursuing the following objectives:
Treatment and rehabilitation of drug abusers;
Harms reduction;
Preventing a change in the consumption model from low-risk substances to high-risk ones;
7- Adopting necessary arrangements for offering social support to drug addicts who have quit their addiction to narcotic drugs and psychotropic substances such as providing job opportunities, leisure time, counseling and medical services as well as legal support for individuals who have undergone rehabilitation and their families;
8- Promoting regional and international diplomacy with regard to the issue of illicit drugs and psychotropic substances;
A) Seeking applied goals in mutual relations;
B) Offering active contribution in decision-makings and related measures;
C) Making use of technical, logistical and economic experiences of other countries and international organizations;
D) Paving the way for joint measures in order to prevent drug transit;
9- Adopting necessary arrangements for active participation by the public in the fields of prevention harms reduction and treatment of addicts;
10- Developing basic and applied research in the field of narcotic drugs and psychotropic substances and treatment of addicts on the basis of latest methods and making use of relevant technical and scientific capacities in the country;
11- Promoting and revising the structure involved in the campaign against drugs so as to materialize the general policies of the system and accelerate the implementation of measures and create coordination in adopting operational policies as well as executive, judicial and legal measures.
Established based on the article 33 of the 1988 drug law approved by the Expediency Council (EC), the Drug Control Headquarters (DCHQ) is the Iranian national focal point in charge of coordination of all efforts by the various agencies involved in the fight against production, distribution and trafficking of the illicit drugs.
DCHQ is headed by the president of the Islamic Republic of Iran.
The president appoints the secretary-general of the DCHQ to run the Iranian focal point that is responsible for coordinating the drug control activities. In each province there is a Drug Control Council representing DCHQ. DCHQ makes policies on drug control using its high expertise and through a well-organized computerized system and announces its policies and guidelines to all relevant ministries and agencies for implementation. Recently, President HssanRouhanihas appointed AbdorezaRahmaniFazlias his advisor and new DCHQ Secretary-General. He is also the Interior Minister of the country.
DCHQ has focused on policies to curb the drug influx into the Iranian territory for years. At the same time, special attention is paid to drug abuse prevention, treatment of addicts and their rehabilitation in a way that a balance is stroke between Drug Demand Reduction and Drug Supply Control.
