

Iranian Minister of Interior and DCHQ Secretary General, Abdolreza Rahmani Fazli who visit Russia, while criticizing the negligence toward the world drug problem by of some countries, emphasized on international will for tangible achievements.
DCHQ Secretary General at a meeting with Ivanov, Russia's Federal counter narcotic service remind that drug problem has turned to a complicated and sensitive problem comparing the past. He added that terrorism and extremism in the region caused counter narcotic to became more complicated.
Mr. Abdolreza Rahmani Fazli referring to 17% increase in opiate cultivation in Afghanistan in 2014 demonstrated that US presence in Afghanistan not only led to decrease in opiate cultivation but also caused multiple increase. He continued that the information from Afghanistan proves the bonds between drug trafficking and money laundering, insecurity and terrorism. DCHQ Secretary General explained that more than 70 billion dollars annual profit originating illicit drugs led the problem to exist.
Iranian Minister of Interior mentioned that the Islamic Republic of Iran as the world forefront against drug trafficking is not supported by international organizations which is emphasized in the various UN tools and documents. For example, sniffing dogs and container X-ray are banned. In spite of all that, Iran warmly welcomes all kind of cooperation at bilateral, multilateral, regional and international levels against drug scourge.
Mr. Abdolreza Rahmani Fazli added that In line with that approach, I am here in Moscow to negotiate for strengthening bilateral cooperation on drug problem including operational information exchange and demand reduction, addicts' treatment as well as international issues, based on the MOU already signed between two countries.
Iranian Minister of Interior and DCHQ Secretary General informed his counterpart that Iran has very recently decided to join the "Quartet Coalition" among Russia Federation, Afghanistan, Pakistan and Tajikistan on counter narcotic cooperation which was created in 2010 on the basis of the agreements reached during the negotiations of the Presidents of Russia, Afghanistan, Pakistan and Tajikistan.
DCHQ Secretary General reemphasized on the effectiveness and importance of regional cooperation in particular SCO and Caspian Sea neighboring states on drug problem.
Noteworthy, the heads of Iran and Russia national focal Points signed a "joint action plan to combat drugs for the years 2015 - 2018" and also released a "joint statement" on world drug problem.
